Final Fantasy VIII - Balamb Garden
Jajajaja! it HAS a weak plot and especially poor development compared to those two. Hell! IV and IX have better plots, but that doesn’t mean VIII is a bad game. Not ALL of them can be equally good. VIII was awesome, but it’s somewhat not as good, storywise, as some other ones in the series.
